Greg Gilman

Greg is a Senior Counsel in the Division of Enforcement at the Boston Regional Office. He has served as the President of Chapter 293 since 2006. Prior to working at the SEC, he served as an associate at Ropes and Gray as well as an Assistant Attorney General at the Massachusetts AG's Office. Greg is an effective and successful advocate for the rights of SEC employees, and he is intimately involved in most aspects of chapter negotiations, national and local grievances, and chapter communications. Under his leadership, union membership has increased at the most rapid rate of any chapter in the National Treasury Employees Union. Greg has a B.A. from the University of Massachusetts at Amherst, summa cum laude, Phi Beta Kappa, and a J.D. from the University of Virginia School of Law. He lives in Exeter, N.H., with his wife, Julie, and twin daughters, Meredith and Guinevere.

Pat is a Paralegal Specialist in the Division of Investment Management in Washington. She currently serves as the Vice President of NTEU Chapter 293. She has been a member of the Labor Management Forum, the SEC Diversity Council and negotiating teams for the Collective Bargaining Agreement.

James is a senior accountant in the Division of Corporation Finance, where he serves as a steward and as a member of the CorpFin Labor Management Forum. He also serves as Chapter 293's Treasurer. In his role in the Division of Corporation Finance, James reviews filings from registrants in the beverage, apparel, and mining industries for compliance with accounting standards and disclosure rules. He has been with the Commission since 2007 and is proud to have become a member of Chapter 293 on his first day at the SEC. James has prior experience in both public accounting and private industry. He graduated with a BS in Accounting and International Business from the Stern School of Business at New York University and is a CPA.

April Keyes

April Keyes, NTEU Chapter 293 Secretary and Steward, is a Lead Investor Assistance Specialist in the Office of Investor Education and Advocacy in Washington, DC. She is an original proud member of Chapter 293, since employees picketed in front of the SEC building back in 2000, for the right to have a Union at the SEC. The reason why she serves as a union leader is because “I see the impact that the union has made in representing bargaining unit members and the voice we have gained in our representation of the union. I have found that management is willing to work directly with the union when there are issues that we can work together to resolve. I also noticed that the bargaining unit employees appreciate the support they receive from the leadership at NTEU and Chapter 293.” April has two daughters, Clara Akua and Michele Adowa. Her favorite things are reading and cooking. On average she read three to four books weekly and she loves cooking for her family and friends and making their favorite dishes.

Dan is a Senior Counsel in the Asset Management Unit in the Division of Enforcement at the Boston Regional Office. He has been active with the union since its creation -- first as a steward, then as the BRO Representative on the Executive Board, and, more recently, as the Chapter’s Chief Steward. Before joining the SEC in 2000, Dan worked as a staff attorney for the Federal Trade Commission’s Boston Regional Office, as an in-house counsel with Welch’s (the grape juice people), as a law clerk to Associate Justice Ruth Abrams of the Massachusetts Supreme Judicial Court, and as a legislative aide to a Massachusetts State Representative. Dan has a B.A. from Brown University, magna cum laude, and a J.D. from Harvard Law School, cum laude. He lives in Belmont, MA, with his wife, Barbara, who is an active member of the Massachusetts Teachers Association, and their sons, Brendan and Joseph.

Almera Carroll

Almera has been a Steward since the union’s beginning. She volunteered to be the Chapter’s Member Benefit’s Coordinator and still serves in that capacity. She helped bring Weight Watchers to SEC headquarters from 2010 through 2015 and has had a few member events there as well. "I think the reason I joined the union was to provided union representation to the division I worked in at the time," she recently noted. "I remember when Supervisors did not treat their staff, especially the support staff, with dignity and fairness. Sometimes they made their own rules. We’ve come a long way and keeping a strong union is key to making sure that we never go back to where we were before." Almera's hobbies are reading, sewing and most of all traveling. She is a fan of Family Feud, Jeopardy and Empire. Family is very important to her, and she connects with all ages through Facebook and family events at her home during the summer. She loves living in Nanjemoy, MD (rural southern Maryland) where she and her husband have lived for seven years. She is also very active in her local church that her husband’s grandfather helped build. She is Acting President of the Senior and Junior Usher Ministry. She also is active in the Women’s Ministry as well and heading a committee for a Health Seminar.

Debora is originally from Dayton, Ohio, and worked for the Department of Defense (DoD) in Dayton and Columbus, OH. She transferred from Columbus, OH, to Fort Belvoir, VA, in 2001 where she continued to work for DoD as a Contract Specialist/Contracting Officer/Branch Chief in Acquisitions. She was responsible for overseeing domestic and international contracts for the DoD military as well as maintaining a contract for all military fuel. In 2011 she came to work for U.S. Securities and Exchange Commission as a Contract Specialist/Contracting Officer. In addition, Debora has served as a team member on the Local Labor Management Forum and was a part of many of the changes that have been implemented within the Office of Acquisitions. She holds a Masters Degree in Business as a graduate from Averrett University in Dansville, VA.

James is a Senior Enforcement Attorney in the Boston Regional Office. He received a BA and an MA in history from Providence College, and a JD from Boston College Law School. He worked for several years as an attorney in the private sector, becoming a partner at the Boston law firm of Morrison, Mahoney. He commenced his service at the SEC in 1998 as an enforcement attorney in Washington. He spent seven years in the Enforcement Division in Washington, where he worked on a number of securities fraud investigations, before transerring to Boston. James favors utilizing a constructive approach when dealing with management, but believes that the union offers employees a stronger voice within the agency than any single employee could ever have on his or her own. He lives minutes from Narragansett Bay near Providence with his wife and their three sons, aged 2, 4 and 6. He and his wife are active in their parish and in his children’s school. Although he is an avid golfer and custom golf clubmaker most of his time these days goes to renovating his family’s home.

He is also, to Greg’s dismay, a die-hard New York fan, rooting for NY's teams and for whomever is playing Boston.
